Props, all should be NO unless you want to have higher taxes and bigger debt in the future.
Some parts of the language in the ballot really should send out a warning to you that there's danger:
The "borrowing" of $5 BILLION from future lottery money? "BORROWING" and "BONDS" will usually cost at least double the face amount to the public for money to pay back. $5 Billion means a COST to the public of $10 Billion to $15 Billion that is to be paid back. Not economical.
What "sounds nice" is supposed to sound "nice" to get your vote. Beware and reject more financial obligations. Examples of the high speed rail that won't be operating for years, if at all, and the MTA transit measures of recent elections already are costing us now and the Sales Taxes will continue to rise as a constant reminder, along with other taxes.
These tax measures really are not easily understood and for that reason alone, you should reject them.
You know they are trying to slip something by when it's not clearly stated.

LATINO POLITICAL FIGURES
Gil Cedillo is running to fill the office vacated by Hilda Solis. Don't let him in. His lavish and self-indulgent spending is a clear sign that he's hopped onto the gravy train and he doesn't want to get off. Being in public office should be done with some personal restraint and thoughtfulness about what your constituents are doing and need.
Cedillo treats public service as getting the key to the candy shop, being on vacation and all things that focus on himself and his own enjoyment first- and the constituents come in later on down the priority list. The people that hand over money to allow Cedillo to do such spending aren't doing it as a substitute Santa Claus but as an investment for future needs in the political process.
Those are special interests, the ones that rank above the constituents in the priority list for Cedillo's attentions. That's how people get to be career politicians.

If Cedillo wins, look for Ed Reyes, CD-1 (includes Lincoln Heights) to run to fill that vacancy- he's already filed papers for that office.
Now if Cedillo loses, there is some mention that he will run for L.A. Council- possibly for the several termed-out spots arising that will include Ed Reyes' post.
That's a small sample. It's like that all the time and that's why you can see the only thing missing is the music.
